Brief

Introduction
The site is located on the boundary line of Docklands and Melbourne City. The conditions of dockland and CBD site in between the Melbourne assessment prison and Flagstaff Garden are very contrast. Docklands are currently considered the high living standard area where not only the property are expensive but everyday consumer's living cost is also high; while in the CBD area (between Flagstaff Garden and the Site has the average living standard. Over the years, the CBD zone beside the project site were not very well developed due to its non-strategic locations (at the edge of CBD) and the existent of Prison discourage business in the zone. Resulting the zone is still undeveloped and death. Most of the buildings were either wholesalers, warehouses or converted to the Car Parking Buildings. With the development of Docklands, it is now a chance for the zone to be properly re-utilize, this will happen if there are public activities nearby.
Unfortunately the existing proposals of Dockland development seems to left a grey zone beside the proposed Spencer Station (Train Depot), which doesn't seems to be planned carefully yet. This site is critical to the death zone of Melbourne CBD, without the linkage between the Docklands to CBD through it; it will most mostly remain death.
Project Intent The main intention of the projects is to create a hub that integrates the programs from the context, creating a place not only for Dockland but also for CBD, blending the contrast between Docklands and Melbourne CBD, from hierarchy of building to cost of living. By integrating the programs on site with the context, it will then be able to work together with them and draw public activities to the site and put attentions on to the death zone.

Health and sports center (Intergrating with Telstra Dome)
Car Parking(Providing parking for site and surrounding)
Retails(Providing alternative shopping eg Fresh foods, art and crafts, creating street activities to encourage the utilizations of ‘death zone')
Restaurents and café(providing cheap and fresh foods, taking the advantages of train services that transport fresh food to Spencer stations)
Multi-purposes Plaza, Public space(space for activities depending on the times eg. Weekend= sport & games, Afternoon = Corporate buffer, after hours= recreations)
Cinemas(Booster for night’s activities, test run on films productions from Dockland’s studios)
Office tower(Increasing the utilizations of site)
